Bedbugs can be successfully sprayed, but it takes multiple sprayings. Your landlord also needs to call an exterminator. There's no way you could bug-bomb the place with stuff from Home Depot. I've heard of super-heating the building to kill them, and that works. I don't think freezing them works; I'm pretty sure they can survive that.

While the clutter probably gives them more crevices to hide in, it isn't the reason that your place is infested. You or somebody probably picked up a bedbug or two and brought it into the building. Once in the building, they can migrate from apartment to apartment. So your landlord is full of shit, and he just doesn't want to pay to have your place sprayed.
