On droughts

At the risk of sounding stupid, how are you "conserving" water by taking a shorter shower or whatever? Isn't the water just going right back down the drain to be cleaned and recycled? Yes, it takes energy and work to do that, but it doesn't take water. The water is, as near as I can tell, completely conserved.
