Fixed! (at least rigged together)

The culprit was the safety switch on the clutch. It stopped working altogether so the ignition circuit could never complete. I ordered a replacement part and used a fuse to short the two spade terminals together. As long as I'm careful... this won't be a problem... at least until the new switch comes in

Invest in a Fluke. It'll last you a very long time.
