In California, you buy the little tags that show you have registered your car and so we peel and stick each year. That seems more cost-effective than new license plates every 5 years. Even when you buy a car from someone, the license plate stays with the car.
I guess it gives the Alabama prisoners work though.

Here the plate stays with the owner, so if you trade your car, you put the plate on the new car.
My point, though, is that we used to get a new tag every single year, but they stopped that back in the mid-80s. And frankly, I'd like to see new designs more often than every five years. The stickers just don't do much for me.
