Apparently, American soldiers are forbidden by law from carrying out law enforcement duties, even in the wake of a disaster like that. Sounds completely insane, so I'm glad they seem to be ignoring those rules.

acturally the national guard was sent down there and told to use 'lethal force' (meaning: do what's necessary to stop the looting etc)

Yes, and although that's probably mostly the result of politicians desperately trying to score points in a deeply neocon region, it's precisely the kind of action that needed to be taken. Any less wouldn't have helped. Those people were already too stupid to understand things like "run away from category five hurricanes". I'm sure "please don't steal those televisions" and "please don't rape those newly orphaned children" would have gone right over their heads.
