My ideas are very naive, but I always think that the Philippines doesn't have a problem with writing; it's the good writing and the reading. There are so many things that can hinder reading: access to materials, ideas, and others that will eventually emerge as "good writing". But I think we're getting there. Hopefully.
For Filipino--including Bisaya--writers, you might want to visit Ian Casocot's webpage, A Survey of Philippine Literature. He was one of my profs in Silliman University, Negros Oriental, therefore also Bisaya.
