[While at Landel's, Kibitoshin has retained two of his powers: healing and sensing ki energy. If there's anything that needs clearing up, feel free to drop me a line]
Sensing Ki Energy
Kibitoshin can sense a character's ki energy, provided they are in the same room as him. Ki energy in the DBZ universe is defined as inner power and measured in terms of fighting prowess, which comes in two forms: physical prowess and ability to manipulate one's 'inner energy', particularly in manipulating it into some kind of physical form (balls of light/ death beams, etc). Magical ability would not be registered as ki energy. As such, it would generally only refer to characters with something resembling this kind of fighting in their universe (eg, Naruto). Kibitoshin would be able to pick up on their skill levels, taking into account the restrictions already placed on the characters. Characters who don't do any kind of fighting (eg, Phoenix Wright) would probably only register as average humans with a relatively tiny power level- on a scouter, they'd only register around a 3 or a 4.
Healing
Kibitoshin can still heal people, but with stricter consequences for him. Healing more minor wounds, like the kind of flesh wounds you'd get in a fist-fight, would take about as much energy as a workout with an overly-enthusiastic gym instructor would. Kibitoshin would feel tired and possibly even a little dizzy, but not for much longer than around half an hour. A major wound, such as a particularly penetrating knife wound, would take a lot more out of him- think more along the lines of just having run a marathon without any previous training (serious muscle weakness/ exhaustion, seeing double, etc), with the effects lasting for at least an hour. An even more serious wound such as mending a broken arm would probably render him unconscious for the rest of the night. He would be unable to heal mortal wounds, since this would require a lot more ki energy than he would be capable of mustering while at Landel's.
As healing uses energy from a kind of energy 'bank', there would therefore be a limit to how much he could do in one night- healing a major wound or two or three minor wounds would exhaust him for pretty much the whole night unless he wanted to pass out.
