It is an increasingly difficult issue I think, because in recent times a number of high profile comedians have been deliberately going further and further down the road of being deliberately shocking and offensive to get laughs. It has become distinctly cool, in some people's eyes at least, to be as 'un-PC' (as I think it is seen) as possible - so jokes at the expense of various groups of vulnerable people really are flavour of the month. You're right about context being what matters most. What is worrying is that in some cases, at least, the jokes aren't remotely clever or subtle but instead amount to a fairly crude attempt to get laughs/acclaim simply for daring to point the finger at the more and more vulnerable groups of people, or more and more unpleasant subjects...
