I've come to the conclusion today that I'm burnt out from the round-after-round of staff cuts (next axe falls in May althought the shuffling of departments has already begun). I was sitting in my cubical staring at collection of half-finished projects scattered across my todo list, realizing that I never finish anything any more, I just work on it

No, right now I don't feel fulfilled or even terribly useful, nor am I likely to make progress on my life's goals. But it's food on the table and a roof over my head, things I don't feel inclined to risk.

At least go and interview for something else somewhere. You don't have to have any intentions of taking the job, but one part of what you need, is to build the confidence that you *could* be doing something else. Getting through an interview or two, will either give you that confidence, or some direction in what you need to do in order to get where you'd rather be.
Part of burnout (at least for me) results from feeling trapped in whatever I'm doing, without alternatives. Proving to yourself that alternatives exist, will give focus to what the real pros/cons are of your current position, and a better idea of what else is Out There, without the risk of jumping in with both feet.
