I'm wondering if they changed that bit of Rorschach's story because a lot of people who hadn't read the book would immediately think "oh, what a Saw ripoff!!!".
I have not seen any of the Saw movies, but I was thinking that the original comic book borrowed it from (or perhaps it was an homage to) Mad Max. Back then, at least, it hadn't been done to death. It even happened for the same reason, to highlight that he'd officially gone off the deep end. I guess "having him act like Jigsaw" or "having him act like Mad Max" would both be comparable 4th-wall-breaking ways of showing that "by the way he is officially crazy now." I don't know. Maybe Alan Moore was just copying off of Mad Max and I shouldn't make excuses. On the other hand, it's not like someone filed a patent on hand-cuffing a villain into a burning building with a saw.
