Personality: First of all, Cooper is incredibly open-minded. He’s gladly used very unconventional methods in solving a case, but the main thing to note about this is that it always, somehow, seems to be working. So if you told him something that other people would probably doubt, he’d most likely take it seriously (if you seem honest enough, of course, as he’s definitely not gullible). He seems to view things from several different perspectives at once, taking in both real and abstract evidence to further his theories. Initially, this was of course met with great scepticism from the other characters in Twin Peaks, but again, since it seems to work out, they go along with it and later take Cooper’s ideas very seriously.

Cooper is attentive. Few things escape his attention and he draws from what is both apparent and details such as body language and seemingly insignificant facts. (As he stated himself once, if something seems to be of insignificant nature, it bears watching.) Through observations, he thinks, comes up with ideas and theories. He’s quite vocal about them - sometimes to Diane (his tape recorder, more on that in a second), sometimes to other people. He records things simply so he won’t lose them and saves items of personal value, but otherwise doesn’t seem to be that materialistic. He puts more value to the mind than the body. He’s stated a few times that he doesn’t need much to be happy.

Cooper might appear, initially, as quite serious - which he is. Notable, though, is that he still is curious and amazed by his surroundings (especially clear in the first few episodes of the series, as he seemed to never have been so far up north before). This also applies to the simple things that he likes, such as a damn good cup of coffee or cherry pie. He has this idea that every day, once a day, you should give yourself a present, a philosophy he’ll happily pass onto people he cares about in order to make them feel better. These little things are, actually, what keeps him going.

What you will notice about him, after a while, is that he never talks about himself. The reason is that behind him he has a history of depression and loss, the latter something he’s not very good at dealing with. Life hasn’t been kind to him. A lot of things happened to him that he’s not willing to bring up unless it’s somehow necessary, and while it has left him with a sometimes-dark state of mind and a generally pessimistic view that good can’t overcome evil, it also makes him appreciate what good he has in life even more. That cup of coffee is something that he can’t lose the same way he’s lost people, and as such, he’s not afraid to really enjoy that cup of coffee or that slice of pie.

He is, however, quite detached at this point. He doesn’t make friends - he makes acquaintances. He doesn’t indulge in emotions - he’s always in control. While this is good and even indirectly encouraged in his line of work, it does make him a bit of a loner; at least at heart. He is still very sociable and knows how to deal with people and functions more than well in society; it’s just that he never becomes completely involved anymore.

On a final note, he’s also somewhat famous (in-universe and outside of it) for his quirks. His habit of doing thumbs up when pleased or praising someone is something that is actually mimicked by at least two other characters in Twin Peaks, and his love for coffee and cherry pie is something that might seem slightly obsessive. However, his most famous quirk is his continuous one-sided conversation with Diane - a person we never get to see in the series or movie - on his tape recorder.

Strengths/Weaknesses: Cooper’s strengths would be his open-mindedness, his creativity, his thinking outside the box and his ways of adapting quickly to a situation or new information. His genuine wonder at new or interesting things would probably also be a strength, along with the fact that he is a genuinely nice guy. He’s good with people and generally a great judge of character. In the series, he’s also shown to be extremely good with a gun.

As for weaknesses, his emotional detachment would definitely count. Also, he’s a bit of a Cloud Cuckoolander and will, at times, do or say something that is perceived as strange by others. While mostly rational it’s also possible that people might not understand how he thinks. He’s been called both strange and eccentric, both of which are entirely adequate words in describing him.
Oh, and he’s not very good at chess. Considering how attentive and observant he is, this is interesting, and suggests that he is probably not very good at predicting things but is better able to understand why they have already happened.
