People always blast Cheney for that, first up, it's not even his, it has it's origins in the CIA in the 60's, it's one of their favorite axioms.

If you think about it from an intelligence perspective it makes a lot of sense, to make it a bit more clear:
There are things we would like to know, but don't. we're actively chasing this information.
There are things we don't actually know anything about, we're not looking for this information because we don't know it exists. That's the stuff that bites you in the ass ala sept 11th.
