There needs to be a certain type of snow in order to make things?

Yup! See, new fallen snow is too fluffy and when you try to make things like snowballs with it, it doesn't stick or compact too well so the balls don't hold up.

In order for the snow to stick, it must be a little wet. So the best snow to make things with is somewhat melted snow. Not slushy snow tho. :/
