Personality:
As Black Lady: she is a kind and stern ruler. She wants nothing but the best for Striuci and is very passionate about doing what she thinks is right. She is not a pushover and will not bow down to other nations or corrupt officials. Is very compassionate and shows mother like traits when around her citizens. She is serious and collected and has been said to give people shivers while at the same time exuding an aura of a true, great leader.
As Chibiusa: childish, sweet, friendly and very cheerful. She can be stubborrn. She is still kind and passionate about her country...just not as serious. She still cares deeply for people she meets.
Background:
At birth, the cards came across loud and clear that this girl was destined for great things. Congregation officials began to suspect she was to be the next ruler, so they kept a close eye on her and the birthday readings that followed in the next years. At age 6, Chibiusa's parents died. At this point, the High Priestess performed a reading on whether or not she would make a great leader: everything came up positive. And thus, rather than going to the state orphanage, Chibiusa was brought up by the Congregation and the former Emperor.
Her real name was kept a secret, only known by the High Priestess, the Emperor and a few high ranking congregation officials. From then on she was called "Small Lady". When the Emperor died and she became Empress, this title was changed to "Black Lady".
Chibiusa grew up viewing the former Emperor as her father and was saddened by his parting. Still, she lives to keep his legacy strong, and do the best for Syriuci.
When Chibiusa wants some freedom, she uses her magic to transform herself into a child and roams the streets of Azanus. She is one of the few people in Syriuci with magic strong enough to do this. She also uses this as a way to get to know her people and see what is troubling them. Sometimes she takes along the High Priestess, Hotaru, who is also her best friend.
