As for the Time Lords, well...only they seem to know what they are for sure, and that's no guarantee. What I've pieced together so far is only that they're very intelligent and possibly immortal.

Well, that they'd vote for a native is logical. What gets me is why they made a big show of giving us citizenship and candidate applications only to put their own man in at the last second. Definitely suspicious.

You seem to be under the impression that the natives are the ones running this show. They're all tools for a bigger power. I suspect the same power that brought us all here in the first place. As for why? That's the question, isn't it? Maybe they wanted to see who'd stand apart from the crowd, which of us would be the greatest threats to whatever system they have here. It was like some kind of carrot on a stick.

That sounds like a plausible explanation. Trick the people who want some change into signing up so they know who to take out in the future. [Not that Neirenn would... really peg the candidates as people who would have been effective, but still.]

Oh, he is certainly Time Lord, but don't think all Time Lords are like him, though you won't bump into many others I'm afraid. Up until he arrived, I was fairly sure I was the last, actually. And, well, he's capable of just about anything. That's what makes him very dangerous.
Even if we knew what he looked like the description would be like all the other natives here; blonde hair, blue eyes. Pointing him out would be impossible.
