What is going to happen? Should Joe Biden be the current President, as Obama does not seem to qualify?

It occurs to me that -- if Obama isn't qualified -- Biden may be waiting until Obama's poll numbers drop before turning on him and "accepting the mantle of leadership." Or something like that.
