i still prefer the system envisioned in Kim Stanley Robinsons' Mars trilogy: everyone gets .75 child credits. you can sell your .75, or hook up with an opposite sex person and have total of 1.5, having one kid and selling the .5. or you could buy as many child credits as you like on the open market. but if everyone plays by the rules, you will be guaranteed a decreasing population trend.

But what happens when people cant pay? Do they get driven into poverty or do they get subsidized? I think Dale's solution is more viable, however none of it really matters until we enforce abortion on violators... which will never happen. Unless we are commies and live in China.
