Movers and shakers
[A summons has been sent around for all captains and vice captains of the Seireitei, Byakuya waiting to address them. He would have made these decisions and changes earlier, but protocol dictated he wait to be given permission to attend to the soutaichou's duties by Yamamoto.
This was not his position for long, but he intended for his stamp to be felt on the Nexus before he handed the reins to Yamamoto once more. The disorganisation, insubordination and confusion were unacceptable, and he intended to see the Gotei strengthened for the future - however unstable that future may be.]
The first issue I intend to address is the lack of organisation within the Gotei, and each individual squad. All captains report in with reports of their squad's activities, current duties and any problems.
Rota'd duties will be posted out to each Division seperately within this coming week.
Admittance to non-shinigami within the Seireitei zone has become lax, this ceases immediately. Anyone caught harbouring a traitor or Espada will be disciplined.
Any Shinigami wishing to care for children must petition their case to live outside the barracks of their squad, no children or pets are to be permitted within squad barracks. All Shinigami must live within barracks, we must provide a united front and return to the discipline of home.
Scheduled training times will be allotted to each squad, these must be upheld and adhered to.
