Rukia outfit question.

I wasn't sure where to ask this, but I thought this was the best place.

I've been seeing various fanarts of Rukia wearing this blue outfit and a red bag delivering mails/letters.
And I was wondering where the outfit came from. I have a feeling its an anime filler outfit, but to no avail, I couldn't find screencaptures :(
