I think this computo-drawing fairly obviously represents the female struggle within the workforce. Even in careers that hold some respect and importance in society, such as a police officer, they are subject to subservient treatment. This in turn causes a sort of occupational dissociation, represented by the cut-out. The whole meaning of it is kind of wrapped up in the setting. She's patrolling a beautiful beach, but that fact is entirely eclipsed (quite literally) by the huge looming grey cloud overhead.
