Basically as far as I can tell it's the same as LiveJournal ( based on the same code even ) but running on a slightly more user-sympathetic ethos, rather than LJ's approach that seems to be based on hate for their users.
The main thing that would incline me to switch would be if Dreamwidth didn't have those infuriating full screen adverts that get in the way of seeing posts or replying to them.
I joined but never have used it. Basically it's people who are sick of LJ and think it sucks. Over the last year I've had a lot of friends leave LJ just say it was crap and facebook/blogger did the job ...
I looove my LJ I've had it for years, I think I'd cry if everyone packed up and left for some other site!
I have it partly because I feel LJ has forgotten the original user base here and turned into a commercial entity (sick of those snow men at the top yet? :P sick of being told what you can and can't post for legal reasons? sick of being told there's this great new functionality - if you live in russia? Sick of being told there's this great new functionality and finding out it's really limiting or shit? Sick of your friends giving you 'cans of pepsi' because it's some stupid freebie promotion?)... and partly because my friends are slowly de-bunking out to it
