First off, how is number 5 punishment? If we could make them safe, we could use them as subsidized housing for the poor. Especially if we figure out a way to stack them like shipping containers. Hey, there is another idea, giant handbags for whales.

jellyfish aren't structurally sound! that's perfect for poor people AND old people. further genius with the whale handbag idea. the stomach is for food, not Geppettos and Pinocchios.
