Miss Eirin is one of the doctors that can remove that. If you contact her and request it, she might do it for you. I'm not that familiar with the procedure though.

As for a police force, there isn't much of one. There is a city watch, though, it's still being organized. Seifer recently got involved to help with that, so if you like you may talk to him.

But, I can also try and answer any general questions.
