Yes, I do recall that. However, from how he said it, it sounded like he wasn't the only one troubled by this whole mess. This could mean other people captive like him, or even the higher ups.

Right now it's all guesses.

I did not receive that impression. However, your guess is likely -- The Mayor was removed from power at one point in time and replaced by the Milkman. In addition, the Mayor and the Police Chief have communicated in the past, speaking as apparent equals. There is also the consideration of Lucy Smith, who displayed power over Grady.

Well, perhaps I may be wrong about the troubled part, but I don't think we should dismiss it yet. Like you said, the Mayor and Police Chief may be equals, and if one is troubled the other might be as well.

And Speaking of Lucy Smith, has anyone tried to go to her house and talk to her, or spy on her?

Good to hear he was stopped. Saves me the effort of doing it myself.

As for Grady, I take everything with a grain of salt. Though as for who is behind this, I am hoping my teammates will have some better answers when they return.

The question lies, who's the suspect to be the third party. I can't think of anyone who has the sort of authority and power to get away with that who isn't that officer, or the mayor himself.
