Fighting: Very much so; he has a whole bunch of super powers. With the right circumstances, he can also make others more powerful.
Healing: Not yet! Later he gets that sort of thing though.
Worldhopping: Again, not yet.
Other: Oh yeah-he's an expert on monsters, and on the human (and superhuman) body.
Availability: Will go out of his way to help and do stuff at all times, even when not needed. Unless he's actually in the middle of a fight somewhere else, he'll be there to do the smallest thing.

Other: What Issei is providing is a safe place to stay for anyone, no questions asked. The temple's accommodations are a little small, but they'll give three meals a day, and the temple itself is well-protected. It's a completely safe haven for whatever length of time they need.
Availability: Even if Issei himself is indisposed, he's already told the monks 'if someone from the community comes seeking shelter, I'd like you to do everything you can to take them in'. So this is basically permanently available.
