On its own, no. But it certainly can be.

Injecting your own view of the world into any criticism or censorship is as easy as having an opinion. It's kind of uncommon in the world for any office of standards or ratings not to have an agenda.

Pretty much as soon as ratings have legal ramifications, politics enters in.
