You could start putting up signs like "Don't run in the toilets with scissors", or next to the photocopier saying "Now wash your hands"...

Do they really think people who don't wash their hands will use the handgel? Some of the handgel wrecks your hands so then the users will need cream to make their hands better. Then you could claim the money back from your employer I suppose. If they think alcohol is good for your hands suggest they replace the gel with beer.

Do they have cameras in your loos? Or is George Michael lurking in their watching your every move? It realy is quite sad that they spend so much time monitoring this. They should come to our wor toilets as one female seems to keep missing the loo and peeing on the seat which is quite annoying.
