Well clearly, the stylistics of Grammar at the BBC is more crucial than Chinese Human Rights Violations:

"China has received a total of 77 applications to stage protests during the Olympic Games period - but none has been approved."

"Three parks have been set aside for protests - but none have taken place"

Granted, if "none" can be read as "not one", the singular verb "has" can be used...None is weird that way. However, the BBC of all people should be consistent. Applications-"not one has" or "none have" and Protests "not one has" or "None have"

The Brits treat plural nouns differently than we Yanks. "China" is considered plural, just like every instance of groups of people.

UK: The national team are losing badly.
USA: The team is sucking donkey dicks.
