I'd personally go with the more personal relations-like college, unless you're pretty sure you're able to meet people at the rubbish Football team one.
Also, whichever one seems less of a commuter school.
Hard to say on the post-secondary front, but if possible, I'd see about touring both the places you're interested in first to get a feel for the programs, teachers and such. Far as I know most post-secondary institutions offer tours for prospective students.
The full tuition sounds pretty awesome considering how steep the prices can get, but considering the workload and all the stress that college can potentially dump on a person, the private college with personal relations around could potentially be more beneficial. Depends on how well you cope with that sort of stuff and/or if you make friends easily.
Also, I should totally check out The Office one of these days. Comedic live-action TV is the only kind of live-action TV I'll watch! Also maybe I should play MGS2/3 at some point.
