I think you've hit the nail on the head with how keeping the magic secret is restricting character movement and growth. Morgana can't come anywhere near the castle, Arthur takes obliviousness to the plot to new levels. He wasn't even remotely heroic in this episode. I see the humour in having a fearless warrior who's unable to find his comb, but the shirt scene was taking things too far.
What I don't understand is even if they wanted to keep Arthur finding out about Merlin to the last possible second of the show, there's no logical reason why they couldn't move things forward by having him reveal it to, say, Gwaine, or having Morgana find out and hold it over his head. That he reveals his magic to people who then die at the end of the episode is becoming a bit of a joke.
