I haven't had my tea yet this morning, based on your first sentence, I thought your new hobby was crafting emails filled with half-truths and fanciful tales that urged the recipient to forward them to everyone they know. Heh.
In terms of cutting faster, I don't know how much your wire costs, but it would seem that if you made a dowel jig that you could wind the wire around for dozens of turns, and then used a hacksaw to make one cut down the length of the dowel, you'd have all your rings in one swoop and cut to a precise size, with only a little wastage of the metal. A shear or cutting wheel running along a metal dowel wound with wire is probably what the manufacturers of little metal rings use, don't know how easy such a jig would be to find, though.
