I know what you mean. The first, and only time I ever moved away from home, it was only an hour north, to a much smaller town. The only real friend I ever made was a girl who worked at the laundromat. I didn't even have that many friends back home, so living in small-town-Kansas was just socially brutal.
Isolation does build alot of inertia, it's kind of a self-defeating, self-fulfilling prophecy. It's hard to figure out how to surround yourself with people who won't make you feel more alone sometimes. But still important. I struggle with it alot, but I've had some luck building new friendships with coworkers. Still don't get out enough. But we all have room for improvement, right?
