The people in New Orleans are insane ass fools. The reason the French built there is that there was easy access to freshwater and to open sea. I don't think that it was below sea level when they landed there too. Look at the place, the soil is half water and washing out from underneath them, you can't bury anything in the ground. The place is literally sinking, much like the fact that Vienna is sinking, and California is moving north.
