I would call the police and tell them you heard sounds of domestic violence coming from that apartment and are concerned that there may be child abuse going on. Then let them check it out and decide. Make absolute certain you remain anonymous. If there are violent people living next to you, I don't want you putting yourself in danger.

and besides... I know it may sound a bit harsh, but it isn't like I haven't seen or heard this situation after working in Adolescent Services for almost 2 years; the parents aren't really doing anything wrong if they are reprimanding their child.

Some people say it jokingly, but basically if there are no marks on that child and there is no evidence of physical maltreatment and the child does not show any signs of psychological maltreatment, the parents aren't doing anything other than being parents; both CPS and the police are aware of this and it is understood legally across NY state. Children have more rights here than in a lot of other states so we can do things like call CPS to protect them, but at present, really as surface as my response may sound, they may just be exherting their parenting skills (as poor as they are) and that really isn't for you to try and correct them on, but you can be a concerned party and inform the necessary authorities(the police) and let them take it from there.
