National Insurance number saga

I have an appointment for my National Insurance number on Feb 13th.. thing is can't go as I have a law tutorial bang in the middle. So I spent all of today trying to call the number marked REARRANGE (appointment that is)... i was given the number of the office I am supposed to have my interview at.. called all day but nothing... so I called again

i had one lady laugh in my face and cut.. how rude is that ?!
The British High Commission in Malta advised me to talk to the social security office.. i've never been more confused than this
