Currently the VT congress is deliberating about a bill (H.526) which will, among other things, impose a 3.5% spending increase cap on school budgets. For a town to raise its budget more than 3.5% in a year, it will need to pass with a 60% majority instead of 51

As almost always, I fully agree with you. We have a law here requiring the government to keep a balanced budget, and it's just meant brutal cuts to necessary services.
