okie, here are my far-out-whacky ideas on this:
name: juggernaut.... ok, maybe not. but it's the first word that popped into my head that wasnt biased against people (like sandylahland, which sounds gay anyways), and it didnt involved food or the simpsons (although i thought about springfield....). i'll think of a better name later....
world factbook entry: where insane leaders unite as one (i'll add more to this later if i have to)
can UN delegate access regional control: er... i dunno what this means, so maybe....
