So I just turned on my television and heard the following sentence: "When it comes to your education, Springfield's public schools has options!!!!" SCHOOLS HAS?????!!!!?!?!?! maybe it was Springfield Public Schools, a singular noun phrase...?

no, it was definately Springfield's public schools. Even so, Springfield Public Schools still refers to several individiual schools. It would need another modifying word to collectivize it into a singular noun phrase, like Springfield Public School System, for example, but they definately didn't say that.
