I've been working at an independent cat shelter for about 2 years now. I started volunteering there for exactly the same reason - I missed having a pet but couldn't have one in my dorm room. Where I volunteer, the schedule is extremely flexible and there are a variety of different things that you can do. Everyone who works there truly wants to be there, which is nice.

I would recommend finding a shelter that is not quite as mainstream as the SPCA. I'm sure the SPCA would be fine, but since they're a big organization they can demand more from their volunteers, like paperwork and a very specific schedule and commitment. Smaller shelters are generally just thrilled to have anyone help out for any amount of time, so it might be a more relaxed and enjoyable atmosphere.
