Yeah those are women in the Mursi tribes, they have to have the bottom front 6-8 teeth smashed out for the plates to sit right and they dribble when they talk. Many of the Mursi refuse to do it now though which is kind of a shame as I love the look but means they have the right to choose which is probably more important.
Yes. Women in groups often take out the discs when they're in private, though they never do it in front of men. Though I agree that the right to choose is nice, it's also really cool to have a kind of tradition that everyone embraces.
Traditional African body decoration (scarification, branding, etc.) is actually illegal in a lot of African countries. Something about, "acts of unpatriotic body mutilation," or some such nonsense.
