Werd. Who put Peter in charge in the first place?

Jesus did.

Matthew 16: 18-19 Where in Jesus asks the disciples who they think he is and there are many answers but Peter says that Jesus is the son of God. Jesus tells Peter that he is blessed because God told him that knowledge and that:

"18 And I tell you that you are Peter, and on this rock I will build my church, and the gates of Hades will not overcome it.
19 I will give you the keys of the kingdom of heaven; whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven."

The early catholic church often showed Peter with keys for this reason, and the image of him at the gates letting people in came from this verse too.
