This thing about not being able to comment is something that has plagued one of my LJ friends for over a year--in my paranoia I think it's part of the LJ bosses just deciding to neglect to death their non-Russian users. I am 100 percent sure the problem is with LJ and not with you or your computer or settings. I'd complain long and loud to them and see if they can fix it.
