The point is that a whole hell of a lot of people who were ordered to evacuate refused to do so and are now raping, pillaging, and killing each other, all the time claiming that they were abandoned.
This is disgusting. I get this feeling like I'm watching Babylon burn, or something. Like tragedies reveal the true character of people, and what we're seeing isn't very pleasant.
I am sorry that you have a friend in Biloxi (and I do feel a hell of a lot worse for the people of Mississippi than I do for those of New Orleans), and I hope you hear from him soon, but I simply don't think that people who act in really stupid and selfish ways, endangering themselves and those they love, deserve the same kind of sympathy as those who are taken by surprise, those who do what they're supposed to and still end up in the midst of tragedy, or those who act honorably in the face of such horrors
