Fred, yeah. I didn't realize you knew her too.

I didn't know her very closely, but we would sometimes converse about our coinciding scientific interests and planned to conduct some surveys that might help us understand the workings of the City a little better. She was extremely well versed in physics and generally a very pleasant person. I find myself... quite saddened by the fact that she is gone.

How often do people return?

Less often than they leave. There is some amount of fluctuation, but generally not horribly often. If they do, they rarely remember their previous visit to this place. I've been told I've been here once prior to my current residence, but I don't remember it personally.
