Three possibilities:

1) I just have bad luck with neighbors,

2) There are just so many inconsiderate people out there that the odds are actually more likely for a dick to move in next door.

3) I overreact to offenses that aren't really so bad, and that I'm the unreasonable one

I think there are ways to negotiate with him so that you both get your needs met.

I don't know how old this person is, but talking to him is likely to work well if you go about it in such a way as to make him a partner in solving this problem. You both have a situation on your hands - you need to feel healthy and he needs to smoke. You can't feel healthy if he smokes, and for all you know, he cannot feel healthy if he doesn't.

Make the problem the mutual enemy instead of making him your personal enemy and the kid will probably start going out of his way to accommodate you (you look after your friends, don't you?).

Just a thought.
