The officers asked the mother about Ebony, but she did not allow them to see her daughter because “she was sleeping and would be too distressed to know that the department is involved”.

For shame that they didn't follow up immediately on this. Social services is supposed to be better than this. I can't say anything more about her parents, but her death could have been prevented regardless if these officers had done their jobs.
