Is certainty necessary in order to makee the claim that one knows something?

“the emphasis of a certainty that is not impaired by any shade of doubt” (Mark Twain)

Certainty implies that something is true without any reasonable doubt, and facts to prove it. Of course certainty is necessary to make the claim that you know something. So many people are ridiculed for making false statements and why? They lack certainty.
