Ooh good question!

I think it might be a draw, leaning towards The Silence. The Weeping Angels are more malicious, but they would forget to attack the moment they could move. Yet I don't see The Silence being as keen on attacking them as such. If they did want to attack though, I think they might have the edge, but do they blink and is that long enough for the Angels to forget...?

I suspect if the Angels could get a one-hit kill on a Silent who's looking away, they'd win. Otherwise, it could take quite a while to determine...
