Universal, national health care system. Of course. The system is poorly designed and hospitals are overcrowded, but patients don't have to pay for visits. Lots of times I heard from doctors that even if there was a 2$ or 4$ fee for each visit, it would improve a lot because at least hypochondriacs would stay home.
I don't see how it would improve situation if hypochondriacs would stay home because visit at doctor's would have obligatory minimum fee. Hypochondria is a disorded, one quite often linked to depression, OCD or phobias so these people should be treated (for the root problem not the symptoms they perceive as their illness of course) and not be encouraged/forced to stay home.
