You can speak to him through his journal if you like, though I'll warn you that expressing abhorrence will do nothing but encourage him to further acts. I'd really suggest you don't meet him in person at all, but if you insist at least make sure it's a public place. I monitor his activity as best I can, but I'm simply not used to stretching out the sixth sense, so to speak.
